The problem

Manual roadside inspection has reached the limit of what it can deliver

Road policing across much of Africa still depends on officers physically examining vehicle documents at the roadside. The method has served law enforcement for decades and it is not, in itself, wrong. But at current traffic volumes it has become inefficient, labour-intensive, and susceptible to document forgery that an officer cannot reasonably be expected to detect in a few seconds by the side of a road.

It is also disruptive to traffic flow and creates the discretionary roadside encounter that is the single largest structural opportunity for corruption in traffic enforcement. Officers are exposed to physical danger on live carriageways, and the great majority of the vehicles they stop turn out to be entirely compliant.

The underlying issue is one of selection. Because compliance status is invisible until a vehicle is stopped, virtually every vehicle must be stopped. Make status visible and the entire operating model changes.

  • Selection. Officers cannot tell a compliant vehicle from a non-compliant one without stopping it.
  • Forgery. Paper credentials are verified by appearance, not against the issuing database.
  • Throughput. Checkpoints create congestion in direct proportion to enforcement effort.

Compliance status, verified electronically, before the decision to stop

NVDIS™ enables authorised officers to establish the compliance status of a vehicle electronically, without unnecessary interruption to traffic. Enforcement effort is then directed at the vehicles that warrant it.

The operational methodology, software architecture, security framework, communication protocols and implementation model constitute the proprietary intellectual property of Qcuboyds Solutions LLC.

Accordingly, the technical architecture is not published on this page and is not included in the executive summary. It is disclosed only during a formal presentation under appropriate confidentiality arrangements.

This is also a security position, not merely a commercial one. Publishing the detection method and communication protocols of an enforcement system tells the people who intend to defeat it precisely how to begin.

Note on neutrality

A proprietary platform from a vendor-neutral integrator

NVDIS™ and STAR™ are the two platforms Qcuboyds owns. Holding proprietary products alongside a vendor-neutral position requires a plain statement, so here it is.

We will tell an authority when NVDIS™ is not the right answer. Where an existing enforcement capability is sound, our recommendation will be to strengthen it. The underlying identification and database technologies inside the platform are selected on the merits for each deployment, not fixed by a supply agreement. And because NVDIS™ exposes documented open interfaces, adopting it does not foreclose replacing it — the same standard we hold every other supplier to.
